Win98 Taskbar Giant!

The Win98 PC I recovered from the grave has cleaned up nicely and is almost completely updated and secure. There's one thing buggin' the heck out of me. Whoever had the thing before I got it somehow set the Taskbar to be about 1.25 inches high. There's no way to change that. Icon size is normal. I've tried all sorts of stuff but the bugger is as wide as a ruler.

Nothing in Add/Remove programs. Any ideas? Would HJT show what might be doing this? Or is this the size the Taskbar on Win98 is?

Put the cursor on the top edge of the taskbar until an up/down arrow appears, left click and hold then lower it.
