brand new system will not boot

when I power up the computer all that happens is that the fan starts and the power on LED shows dim.There are no beeps.The cdrom works.I have no operating system.No picture on monitor.

as you have no OS and noting on the monitor then it is likely that there is a hardware problem, if the system is brand new then you could take it back!? I guess the CD working is just the tray sliding in and out and that will happen with just the power connected.
If you want a stab then try taking out any plug in cards,disconnect all drives and floppy check your memory is correctly fitted and power up, all you need to get the Bios screen is video and memory, if that works then plug the other bits in one by one until you find the culprit.
