Just a shot in the dark,,,but unplug all your drives(power cables). Then try and see if you can boot up. If it does there could be a short in one of those power connectors or they were not on good enought.. If thats the case ,,then plug each one back one by one ,,,then youll find which one is shorting out. IF you do,, then use another power wire.
Anyway this would eliminate any motherboard or cpu issues if it boots up.

Download a copy of my diagnostic flowcharts from here
www.erniek.eclipse.co.uk/downloads/sylvanderdiags.zip
and print them to leaf through.
Begin on the START UP chart.
You will probably be taken to the NO POST chart, perhaps to "System Board or something on it is faulty".
Did you make any changes immediately before this happened?
The "something on it" could be BIOS Setup configuration settings, for example.

Ok time for a bare bones boot - start your computer with only cpu, graphics and one stick of memory then boot. What happens ?
Now add back your cd-roms, hard drives, PCI cards one at a time rebooting after adding each one. What happens ?
Also try swopping out your parts for known working parts. What happens ?

"What type of file system is this? Im not able to see the pictures"
I suggest you "Save" the zip file to your HDD first.
Then you must unzip the ".zip" file to get the ".doc" file.
The Diagnostic Flowcharts are in a Word 97 document file.
