Scroll Slowdown

In the last few days, I have noticed jerky movements on my scrolling, many times hesitating or having to click a second time to get the scroll bar to move. I have a windows 98, 330 Pentium pretty standard desktop personal PC. This happens in Interent Explorer, Outlook Express and to a lesser degree MS Word. any tips?

Could be a flaky mouse, if you have an extra lying around you could try it...
