Greyed out folder options & no right click on task bar

I lost the right clickability on the taskbar (nothing happens) and the quick launch tray isn't there. If I right click on the system clock some of the toolbars are greyed out. Under folder options, the "enable web content" and "single click to open" boxes are greyed out. Hope that made sense.

Running 2k w/sp3. Any ideas?

Hey videobruce,
Well the first thing that comes to mind to me is, What was going on before this happened? DL any new programs? Visit any "ODD" websites? Power outage......?
Also, have you done a full AV scan with a fully updated, quality AV? Might want to run all the usual adware/spyware goods as well ;)

No viruses. I changed the video card from on board to a separate AGP card (GeForce2). No errors with the install.
