Outlook 2003 toolbar lock?

I have the Microsoft Office 2003 and Outlook as a number of toolbars. However, there is no "lock toolbars" option like there is on the taskbar of Windows XP.

Everytime I start Outlook, the tool bars stack up and use up more screen space. If I could lock them i could fit them on two lines instead of 4.

Any tips?
