When transferring the ".dbx" files from the old PC to the new:

1. Copied all the ".dbx" files for each identity, to a CD-RW disk made using packet-writing software [DirectCD].
2. went to new PC | opened OE | made new identity in OE | closed OE | identified the correct folder at "C:Windows\Application Data\Identities\{code}\Microsoft\Outlook Express" | deleted [sent to recycle bin] all existing ".dbx" files [for this identity] | copied & pasted in all the old ".dbx" files from the CD-RW disk.

"Job done" I thought, except when I tried to open Outlook Express it reported "OE could not be started (0x8007000E)", and "MSOE.DLL could not be initialised".

I figured correctly that perhaps the method I'd used to transfer had caused the problem. I only have a CD-reader in the newer PC and that for some reason all the files read from the CD-RW disk have the "read-only" attribute ticked. The originals don't and because the CD is re-writable I expect they don't on the CD if its in a CD-RW drive.
Anyway, I checked the files and they were all read-only.
So I unticked that on all the files and that fixed the problem. :D

While I'm at this, here's how I finally succeeded in transferring the addresses.

[b]Moving/copying the Windows Address Book to a new PC

On the old PC:
1. Go to the Windows Address Book file and open it.
[In Win98 the file is at “C:\Windows\Application Data\Microsoft\Address Book\[name].wab]
2. Use “File | Export | Address Book (WAB)…” to export [all of] the address book to a “.wab” file in a location of your choosing.
3. Copy [or move] that file to the new PC.
4. Open both Address Book files on the new PC.
It may be more sure to first make your various identities on the new PC and go into each identity in turn and open the address book there to do the work.
5. With both Address Books open [copy of the old + the new]:
6. In the new address book, manually make new folders. These can be identical in name to the old folders, or you could alter them.
7. In the old book, open a folder and highlight all the contacts you want to transfer and copy them [CTRL+C].
8. In the new book, highlight the folder and copy to it [CTRL+V].
9. Click enter to accept each new contact [you can do it rapidly = enter, enter, enter].
10. Repeat this for each folder in the book.

Transferring email account settings

Email account setting were exported [to ".iaf" files] from within each identity using "File | Export | Mail Account Settings..." [if my memory isn't playing tricks]. When in the new Outlook Express, I made a new identity and was forced to go through the motions of manually entering all the info [it didn't matter if it was correct because at the end of that process I imported the "iaf" file (which I new would be correct, they were tried and tested)] and used "Remove" on that account.

p.s. I'm working on the newer PC now and it's looking good. :) :D

The troubleshoot outlook express (hxxp://www.mair.com/email-repair.html) and pst
reir (hxxp://www.oemary.com/pst-repair.html) has prompted you a path of the Outlook Express files' storage. And now save the damaged dbx files in the safe folder, they can be useful.
