I have never heard of a software solution that actually works... I have heard of a number that install malware with them, so I advise caution if you are going to mess with them...

There are a couple things you can do to tweak your Internet speed. At speedguide.net they have some tools that can optimize the default XP settings. Out of the box XP is not optimized for broadband. I use their TCP Optimizer (http://www.speedguide.net/downloads.php), and it does make a noticeable difference.
Also if you use Firefox, you might want to try these (http://www.i-hacked.com/content/view/59/42/) config changes to Firefox(#2,3). Again a noticeable difference. BTW, if you don't use Firefox, you should. ;)
Nothing can give you more bandwidth then what you have, except getting a connection that has more bandwidth. :D But these things will help to get the most out of what you have. If you look around, you can probably find more tweaks like this, but theses are just a couple I have had success with.

You can use a simple MTU tuner. But, if the os is Windows XP, I don't think you need that.
