Is there a CD in the drive at the time? If there's not try putting one in and try again. Windows may be trying to look for a CD you were working on or with at one time and not finding it.

We're sorry but due to budget cuts the light at the end of the tunnel has been turned off.
Try going to the Start button -> Settings -> Taskbar & Start Menu -> Start Menu Programs -> Documents Menu -> Clear, this will remove any shortcuts to the CD that may be in an MRU (most recently used) list.......
How are you going about the shutdown procedure?

This still does not work. I am unable to shut down at all. I go to start
then shut down. When I do this the computer starts all over again. It
never shut down, unless I cut it off from the switch. When I cut it back
on then my computer takes me through scandisk and starts over again. I am
thinking it may be the dvd rom drive that I installed in there that is
giving me problems. My dvd player plays good but when I try to shut down
it will not let me do it . Help!

This may be a virus.. There are quite a few victims on the forum in the last day or so. It may be that RUNDLL or RUNDLL32 has been corrupted.
Have your tried running the system file checker?
Start->Run->SFC

It is still doing the same thing! This has been
going on for months. It is a gateway computer.Do
you think I should format the drive and reinstall
the operating system? There has got to be a better
way of doing this. Thank you.

#1. Do you have Norton or Mcafee? shut them off and try shutting down?

#2. you might try to disable the fast shutdown in Windows 98. Click on the Start button and select Run. Then type "msconfig" (without the quotes) in the "Open" box. In the System Configuration Utility window, click on the "Advanced" button. Then click the box by "Disable Fast Shutdown," click on "OK" and then on "OK" in the main window. You will need to restart your computer for this to take effect. Under Fast Shutdown in Windows 98 all device drivers in memory are ignored and not removed from memory. This was designed to speed the shutdown process. However, in some cases, one or more of these drivers maybe responsible for the hanging the shutdown process. By disabling the fast shutdown, Windows is forced to disable each driver as part of the process. In effect, this removes them from memory and should prevent the system from hanging on shutdown.

#3. boot your computer into "Safe Mode". Then shut it down and see if it proceeds normally. If it does, then it is likely that the problem is a device driver.

#4. Shutdown your Advanced powre management You can find the APM properties by selecting the System in the Control Panel or by right clicking the "My Computer" icon on your desktop. The click the Device Manager tab, open the System Devices branch and double-click the Advanced Power Management device. Then click the Settings tab. If there are no check marks in the boxes on this page, click both the "Force APM 1.0 Mode" and the "Disable Power Status Polling" boxes. Click OK until all the Windows are closed and restart your computer. Then, test the shutdown process.
See if anything here helps let us know.

Next time your in windows just hit control-alt-delete at the same time and end task on everything except for Explore and Systray. Then try and shut down. Also if you tryed just about every option, instead of formatting which would cause you hours of installing everthing again. you can install windows with out formatting, which in return will save your programs also. Basically what it will do is refresh all of windows files.

Reinstalling Windows is a LAST RESORT ONLY. Installing on top of an existing installation is never recommended to attempt to solve problems, it usually brings the problems along with it. If a reinstall is absolutely necessary, format it first. Before even considering a reinstall, try everything we can think of. In most cases we can fix it without reinstalling.
Check my site, posted below, and look near the bottom for the links to MS Knowledge Database articles. A couple are related to start up and shut down problems. Those may have some good troubleshooting steps in addition to those already suggested here. In particular one has instructions for using the selective start up, which could isolate a driver or program running at start up that could be causing trouble.

After you left click on start than shutdown which item is selected in the dialogue box that pops up ie shutdown, restart, restart in MSDOS mode, or standby? If it is restart change it to shutdown. BTW if you want to post your e-mail address you need to type it between the ubb tags like this
[,EMAIL]rond36@hotmail.com[/EMAIL](without the comma in the first ubb tag) looks like this rond36@hotmail.com .
