I built a new system with an intel 850mv motherboard, P4 1.7. When I shut off the system it does power on again until I unplug the power cord from the power supply for about 1 hour. Then it powers on. After it powers on the system works perfectly. I checked the jumpers on the board, case switch, and power wire to the motherboard, I reseated all cables on the MB and I am having the same problem. Could someone please help.....

Hope I got your situation correctly. Are you trying to say that when you shutdown your PC via START in your windows platform it restarts after it shutdown. And also it restarts the moment you plug in the power cord into the power supply if less than an hour?

Dizzzyh21, Welcome to The PC Guide Forums.
I think what you are trying to say is that when you shut down your PC you can't start it back up until you un plug the power cord for an hour? Sounds to me like you have a over heating problem in the power supply unit. Some PSUs have a heat activated breaker that will interrupt the AC power coming in to the PSU if it gets too hot and will not let the power flow till it cools off. First was the PSU saved from an older system and is it full of dirt and dust? Is it at least a 300W and certified by Intel for the P4 processor if not buy one that is. I recommend an Enermax, Sparkle, or Antec. I buy most of my parts at Newegg.com (http://www.newegg.com/app/manufactory.asp?catalog=58&DEPA=1) they have good service and prices.

You understood exactly what I was trying to say ROND36. The power supply I used is about a month old. I guess its a cheap one because it came bundled case with the case I bought. I will replace it and see what happens. Thank you very much for your help.
One other small test you may want to try.
After you shut down the system.
Unplug it from the wall outlet.
Then press the power button on the front of the case.
You may / will see the power lights and drive lights flash.
This drains the capacitors on the mother board.
Then plug the system in again and reboot.( Without waiting to long)
If it boots normally then the problem isn’t the P/S
It’s something else.
More than Likely a M/B or Bios related problem.
