how can i tranfer my vhs tape to vcd?

get a dvd recorder and plug your vhs in to make dvds. panasonic dmre10 is like $200-250

then take those dvds and extract them down to vcds on your computer.

if you want to go right to your computer, buy a video capture card for your computer... just google "video capture card"
