Is this a pc you want to build or are you trying to get an opinion about the specs as regards a finished product. I suspect it may be the latter.
As regards your vga the FX5700 is not going to hold its own if you want to play games like Far Cry, Doom3, etc.....Should be ok for other less intensive games.
The cpu is not really matched with the FX5700.....it should be a GF6800 n/u series card. As regards going on the net and email you could satisfactorily do those tasks with a much less specified pc if you want internet speed then ditch the 56k modem and go for adsl.
I am sure that other forum users will provide further opinions.
All the best

How about a comparision between:
Intel P4 3.2Ghz Processor FSB 800Mhz, 512Mb DDR400 RAM, 80GB HDD 7200rpm, DVD RW, 56K V.92 modem, Integrated sound, Geforce4 FX5700 256Mb Graphic card, 17" Colour CRT monitor, 1.44mb FDD, Keyboard, scroll mouse, speakers
VS.
The second one
AMD Sempron 2400 CPU & Fan, 512Mb DDR RAM, Integrated Sound & Graphics, 80G HDD, 17" CRT Flat monitor, DVD RW, 1.44MB FDD, 56K internal modem, ATX case, Keyboard, Scroll Mouse & Pad, Speakers
Thanks

intergrated graphics is a no go if you want to do anything besides surf and e-mail.
I'm not sure how the amd stacks up to the intel. Others will have to help you with that.

n00bboy, if you want to play any kind of 'new' games, then you will need a reasonably good graphics card. As I have only ever used Nvidia cards, I can only suggest one of those and I would go for a 6600GT. If you couple that with a P4 3Ghz cpu and 512Mb of ram then you will be ok on that score. This set up will also be fine for photo editing and music files IMO.
The Semprom alternative with an intergrated graphics card is a glorified typewriter as hockey man has suggested. The Semprom range is AMD's celeron equivalent.
As has been stated before surfing net, emails and word docs are basic functions that a much lesser spec rig would handle easily.
Hope this helps.
Cheers
