Stuck on Windows 98 Screen

It is one of my work computers so i dont know who did what to it. Anyways i tried F8 and start in safe mode and all that jazz but it still gets stuck on windows screen. i cant find the start up disk either. any advice or ideas would be greatly appreciated.

When you get the Windows 98 Splash screen, hit the Esc key and the splash screen should be gone and a black screen will be there. Tell us what it says. Also what model of PC do you have some have different methods of getting into safe mode.

its a dell, all there is on the black screen is an underscore, wont let you type anything either

Can you get into the BIOS?

Also try to tap the F8 key as soon as the PC starts.

the taping did work but still gets stuck when i try to get into safe mode, should i try something else?

When you get to the menu can you boot to a command prompt?

command prompt only isnt working either, i think im gonna need a startup disk

i finally got it to come up. where can i go from BIOS Version A09?
a quick boot didnt work.
