Opal 400watt mid ATX case
(1) 80 strand 40 pin IDE cable
(1) Floppy ribbon cable
with harddrive/cd rom/ amd xp 1900 w/coolermaster fan.
When i plug in cable and turn switch on power supply only the cpu fan twitches. no lights, power switch on the front of the computer doesnt do anything. and no fans turn.

You did go inside and make sure the main power connector on the mobo is seated properly? Have you checked to see if your surge protector needs to have the reset button hit? Sometimes a surge happens and the surge protector clicks off. Hit the button on the side ,recheck connections and try again. If all that checks out i would think either a bad power cable or bad power supply.

Also, bypass the surge arrestor, and try another wall outlet.
And make sure the voltage selector switch on the power supply module is set for 115 volts.

I'm using diagnostic flow charts.
1 I'll assume that the Power supply voltages are not correct.
2. Disconnect all peripherals, adapters and the system board.
3. Does the fan now run?
4. If it does not you have no power supply output.
5. If it does run:
6. Switch off, Re-connect the system board, switch on. If the fan does not run the system board is faulty.
7. Switch off, Re-connect one more device and switch on.
8. repeat 7 untill the fan fails to work. The last device connected is faulty.
9. If all devices connect and the fan works but the system fails in some other way Email me.

In the UK we use a different voltage than Europe and the US. Where you use 115v we use 240v (or something like that) So any one in the UK please note Ski's voltage setting is no relevant here. ( Ski, No offence meant with my correcting you http://www.PCGuide.com/ubb/wink.gif)

hmm i checked the surge protector, all okay, there even switched rooms and outlets with out surge protector. voltage was set to 115. with everything unplugged, fan still wont run..........damn. If its power suppy? could i test, but using power suppy from another computer?

WarningThis test is for those who have extensive electronics training. Do not try this if you do not have extensive electronics training. Make sure there is enough load connected to the power supply before testing ( at least motherboard and one hard drive)!

ATX power connector is layout like above. 5VSB constantly provides 5V power to the connector through pin 9. If you have a voltmeter, while the power supply fan does not turn on, you could identify which pin is pin 9. Normally there is a clip on the connector between pin 15 and 16. If you can identify pin 14, which is power-on pin, you can using a piece of wire short the pin 14 and 15. If you power supply has power connected to it and power switch on the power supply is on, you will see the fan is turnning by now. Otherwise, your power supply may have problem.

No offense taken. Good that you pointed out the different voltage for your mates on the eastern side of the Atlantic. Sometimes I forget about that difference.
