i have to catch my icons to use them

my other computer has a virus. well, its rather cute because the icons run away when i try to point to them. have any of you encountered this before? how do you remove it (coz it might be a worm?) since i updated my norton and still computer no detect virus.

Ive seen the virus on a computer be4 , but my only option was to reformat. But there one more trick in the bag . Restart your computer and hold down f8 be4(choose command prompt only) you get to the windows screen. Type in scanreg/restore , after that choose a date and then reboot . Then youll probably have to put norton back on and scan again(update again also.), it should come up with it.
