First have you tried useing a known boot disk?
have you tried taking EVERYTHING off the board, except the CPU and FDD, then get a proven stick of RAM and a proven video card and see what happens.
If that let's it POST, then replace your peripheral devices one at a time, until it fails again, then you have your problem (or, at least, one of your problems -- there may be many)??
If it still fails to boot, I'd say you're looking at one of four possibilities; which I'd check in this order:

1. Motherboard shorting on the case (check for screws/washers/lollipops which have fallen 'behind' the motherboard, inside the case) http://www.PCGuide.com/ubb/biggrin.gif
2. Failed power supply (Does the fan come on? Can you try this in another machine?)
3. Failed CPU
4. Failed Motherboard
Post back let us know what you have tried and what has failed.
