I've just had that happen because my IDE cable wasn't connecting to my CD-RW drive [now fixed].
When the connection failed after Windows had loaded [and the CD-drive had been detected as present and connected at startup], Windows would freeze.
My guess is this was because "DirectCD" was running in the background, and something nasty involving the software took place when the drive connection failed to remain connected.
I had a constantly glowing LED on the HDD all of the time that Windows was loaded and the CD-drive was not connecting [this after the CD-drive had been detected and enabled by the BIOS I think].
Does that relate to your situation?
Are all your drives set to "Auto" in the BIOS Setup?
Can you see on-screen that ALL your drives are being correctly detected [and enabled] at startup?
What kind of CD-drive is it?
Is there any software running in the background [XP's own?] that uses the CD/DVD-R/RW drive?

Mine was fixed when I managed to get the IDE cable to properly connect to the CD-drive.
Perhaps your IDE cable is connecting, but the power isn't.
Try making sure everything is connecting.
Or do you think the drive is non-functional?

The drive stopped working last year when i had it shipped.i've tryied just about everything to get it to work. i know the power is good(cause the CD-rom opens and closes and the light turns on like its checkin the CD.) . i've switched the IDE cables out. and it will not still work. But once for no reason it at all xp saw it and it worked. so i'm guessing that something inside the cd-rom is messed up. thats why i left it pluged in to see if windows would see it again. guees it was making my PC look for something.

Go into the BIOS Setup and...
1. Make sure ALL your drives are set to "Auto" [so they will be "Dynamically Auto-Detected & Configured" at each startup].
2. Make sure the PCI IDE controller that the CD-drive is connected to [the Secondary?] is enabled.
3. If it wasn't then you must also "Force Update the ESCD" so that the controller will be allocated resources at startup. To do this go to "PnP/PCI Configuration" [or similar] and set "Reset Configuration Data : Enabled", then "Save & Exit Setup". This makes sure all the presently connected PCI hardware is catered for.
4. At restart you should see the detection of your drives being displayed on-screen. If there's a splash screen covering this display, then press "Esc" to see what's behind.
5. Study the blinking of the Cd-drive LED, the beep, and the display of drive detection [or not] and report it here.
6. Check Device Manager to see if all's well or not.
