A blank screen

I don't khow where this gose but here it is When i turn on my pc i get just the wallpaper no shortcut icon no start button bar at the bottom nothing just the wallpaper. I can however access programs by hitting ctr alt Del and clicking on new task then click browse that is the only way i can get to programs & folders :mad: please help

Which Operating System and what happens if you try Safe Mode?

Win xp when we try to go to safe mode it will not let us in

What MS calls an in place upgrade is a de facto repair installation. The MS link is OK but http://www.michaelstevenstech.com/XPrepairinstall.htm is perhaps easier to follow.
