See http://support.microsoft.com/default.aspx?scid=kb;en-us;299976
If you find the procedure suggested to be too complex you might find it simpler just to run Windows "Setup.exe" to run a "repair" re-install of Windows.

2 possible options:
1. Boot to a Startup floppy ["with CD-ROM support"] and use DOS commands to see if the contents of the CD can be seen/read. If you want to run "Setup.exe", use DOS commands to do it.
Remember that the "RAMdrive" uses a letter after those given to the HDD partitions/"drives", and will set back the CD-drives.
2. Go into the BIOS Setup and set the boot sequence so that the CD-drive is 1st in the list. If the Win98 CD is bootable, it will boot [if it isn't it won't].
Remember that there's more than one way to deal with a problem and it all depends on your own ideas, attitudes, preferences.
You're not giving much in the way of info, so we're working in a bit of an information vacuum.
1. Do you have any backups of the C: partition?
2. Have you tried to restore a good configuration using c:\>[B]scanreg /restore? [Worth a try in case it's a configuration problem.]
3. How important to you is the stuff on your HDD? How unhappy would you be at losing it?
