Upgrade from PI to PIII. Boot stops at request to press delete to go into setup. Keyboard does not function. I tried another functioning keyboard that did not work either. I have check loose connections etc.
Things to check:
1. Shorts--drop to a minimal configuration (motherboard, processor, RAM, video card), if still no boot then try the same with the motherboard on a piece of cardboard.
2. Connections--that all the cards you have are fully inserted, not just the cables.
3. Memory--make sure it is the proper type for the new motherboard, make sure it is inserted fully.
It seems like you are not having a keyboard problem but a problem with your machine hangin before it completes the POST (power on self test).

Celts are the men that heaven made mad, For all their battles are merry and their songs are all sad.
What M/B are you using ?
One That I know of has a Miss Print in the Manual and on the M/B
Showing the IDE LED connector in the group with all the other connectors .
It is In Fact the Key Board Lock connector .
When the IDE light is connected to it. It Locks the Keyboard
