I have a AMD Sempron 2300+ (1.6ghz) Im not too certain on the technical features and information about it, but I know that it runs good. I use a couple games and run a video/image editing program with 512 ram, it runs nice. Im 1 of 3 people using this computer and no issues with lack of speed. Although a 3ghz processor is always nice. Just remember....its an AMD! :p

If you're building a new PC now, go with a 64 bit proc. I recommend AMD over Intel...becuse I think Intel sucks, and I'm biased. Either way, it's no secret that 64-bit software is the next step, and you'll want to be able to deal with it.
Cheers.

It would be helpful to know a few other things like your budget, what you intend to use the system for (gaming, video editing, database apps, what?)
For hardware recommendations start with this:
http://www.pcguide.com/vb/showthread.php?t=39018
and for a discussion on 64 bit CPU read through all of the posts on this thread:

There's good info there. When you give us your budget and what you will be using it for, the knowledgeable people here will steer you in the right direction.

whats your verdict on them?Well, mostly I'm of the opinion that they wouldn't be on "the list" if I didn't recommend them. ;)
As far as budget CPU's go, there's nothing more powerful than the Sempron 64 Palermo. For under $100, you get a CPU more than powerful enough for all but the most demanding tasks. Give it enough RAM and pair it with a decent vid card, and you've got a very powerful and capable budget gaming system! Or for more mundane tasks, you've got power to spare!
But yes, for a full system design, let us know your budget and your intended usage for your new computer.

Do you need a whole sytem or do you have any old parts that can be used. I don't know what you could do for that much.

£220 is only about $440. You can't build a budget gaming system for that price here, not to mention the fact that computer parts are a bit more expensive in Europe. Are you just wanting to do a bit of upgrading?

aah £220 isnt enough... hmm if i save up enough i think in about 4months time i could have £330, and at the moment i have a amd 500mhz processor 320mb ram, errm a 10gig HDD and a whopping 16MB graphics card (voodoo 3). so i would like a complete overhall on the tower, the monitor i'll buy later ( i got a 15inch atm) and stuff like mouse and keyboard i'll get later aswell.
