Programs to burn dvd movies with subtitles

Hello, i need help finding a program which can make dvd menu's and will allow me to input subtitles into the movies I make... I been currently using Ulead dvd workshop, but when i had to wipe and reinstall windows it keeps giving me dll errors...so far i got pass alot of them by putting in the correct dll files but this time it keep saying this "The procedure entry point MakeCriticalSectionGlobal could not be located in the dynamic link library KERNEL32.dll " i went to google and tried many ways to try to fix this problem but all of them did not work. so i was wondering if there was a another program i could use to do this instead. I am curently running Windows xp pro with service pack 1 (will upgrading to the horrfying service pack 2 fix this problem?) my current computer stats are Amd Sempron 2800+ with 512 mb ddr ram, 256 mb 5200 geforce nvidia card, msi kt4a-v motherboard with 2 dvd burners. I kno this configrution has worked many times in the past. Thanks for your time.
