Dont know much about parental control but came across the following in my travels which offers web filtering services (not free) http://www.afo.net/filteronly2.htm and then remembered this post.
This is a good topic that worries many people. Googling for parental control software has many hits of course. Most services don't appear to be free though many such as http://www.cyberpatrol.com/ offer free trials.
One free parental control advice often made is to only let children surf in an area common to all - but that doesnt stop "hits" on bad sites of course.
Much of what you can accomplish with software will depend on your own knowledge and whether that is ahead of or behind that of your children. If using Internet Explorer there is a fairly blunt way of allowing sites by enabling and using the Content Advisor from [Tools == Internet Options == Content]. It is a simple and effective way of enabling sites on a one by one basis but only works for IE.
There is also software that tracks what is going on when you are not around - though I always have reservations when one has to resort to stealth.
Spam and eMail in general is probably an even more difficult area to police.
I would have thought there must be peeps around here who have tackled this problem in their own ways and more feedback on solutions (and even attempted or failed solutiions) would be most welcome.
