For PC's slower than around 300MHz, there used be a device made for them to play DVD's smoothly without any hiccups. They were called hardware DVD decoders, and they were usually PCI expansion cards. Once 1GHz CPU's came out and most people were at 400MHz and above, however, hardware DVD decoders died. You might still be able to find one at a computer surplus shop or on EBay. They work really well, too, since I've seen 133MHz systems play DVD's just fine.
If you have anything faster than about 300-400MHz, just run a software decoder. At that point, it wouldn't be worth it to get a hardware decoder. 500MHz is a good speed for flawless DVD playing, and of course modern systems are practically bored! :p
