There was one small issue with my new computer that I'm curious about. Whenever I restart, POST checks my total memory, and then says "CPU Operating Frequency: 200MHz"

Obviously the proc isn't running that slow, but when I look at my general system properties, the CPU is listed as AMD Processor Model Unknown.

Would this be because the processor is 64-bit and the OS is 32-bit?

None of this seems to affect the way it performs....which is fantastic compared to the old one, but I'm curious none the less.

The AMD 64 CPU is designed to work in both 32 bit and 64 bit environments, so a 32 bit O/S should not be the cause of the 'AMD Processor Model Unknown' message.
However, that message can appear if the MB's BIOS is an outdated one. If you purchased the system from an OEM(Dell, Gateway, etc.) and it's still under warranty, then suggest that you contact them with your question since it's their responsibility to make sure that the MB is supplied with the latest BIOS.
If you built it yourself, then did you make sure that the MB is the correct one for the CPU? If so, then did you check that the MB's BIOS is the latest one?
Also, how is the CPU configured in BIOS?
