Can't Upgrade to DirectX 9.0c

I just built a new system and installed Windows XP Pro SP2; however, I can't use any programs requiring DirectX 9.0c. Dxdiag says I'm using 9.0b, and when I use the redist program to install the new version it quickly says that I'm now updated to 9.0c, but I'm still at 9.0b. Anyone tell me how I can fix this?
