You add groups just as you would users to any security area such as file permissions or to local policies.

eg
run gpedit.msc to open Group Policy
Windows Settings
Security Settings
Local Policies
User Rights Assignment
Right Click "Change the System Time" and choose properties
Add User or Group Button
Advanced Button
Object Types (include Groups)
Find Now button
Highlight the Group (or user) you want to add
OK your way out
Your group of users should now be able to change the system time (as if they couldnt have done so before - but you get the idea I hope)

Right Click on the Folder and choose the Security Tab.
Follow similar routines to the above.
