when I try to shut down the pc he refuse till I make reset
are this mean a certain problem

not say any thing all the windows close as normal but the PC stop at the final step on screen saying : window98 shut down ant persist in this case any time till I make reset

I run Win98 and that happens to me fairly regularly.
It seems to be one of the imperfections inherent in Win98.
Probably a program running in the background is "Not responding" unseen and preventing the shut-down process from completing.
When it happens to me I just switch off.
At the next startup Scandisk runs and never finds any problem.

Does it happen at every shut-down or just infrequently?

this happen infrequently but specially when I work for long time and open many softwares

If you don't have a lot of RAM, and you run lots of programs, a program may be forced to use anothers memory space.
This will cause problems.
A program goes to fetch some saved data and cannot understand what it reads, because it's intended for the other program.
So it freezes or crashes.
If it freezes, when you try to shut down, that program won't, and the shut-down halts, unable to complete.
