Booting up PC

Hello,
Everytime I power on my PC, it doesn't boot the first time(Screen is blank).
When I hit the restart button,though, it boots right up properly.
Why is it that it won't boot on the initial power up and only after you hit the restart button. Iv'e checked Video card to see if it was secure. Also will get
a no sync message sometimes.
