ThumbsPlus from Cerious software is a pretty fantastic application for image viewing. It supports most image types, generates and catalogs thumbnails, along with a database where you can store details about each image file. It can perform image editing, allows batch processing, and supports some photoshop plugins. It also has a customizeable slideshow viewer.

This is commercial software, and there may be some equally capable alternatives available for free. I'm interested in what else is out there too. Even with all your digital photos cataloged in directory trees that make sense, the thumbnailing and database export capabilities are very useful. There is a time limited trial available for download. Not sure if the app has changed in recent versions, but previous ones simply nagged you on the splash screen after timing out while remaining fully functional.

XnView (?) is a decent image viewer you can browse folders and preview images, as well as previewing video and audio files.

Two of the three that I use are:

1. "Kodak Image Viewer".
Installed it as a Win98 component from the Windows CD.
Go to "Accessories->Imaging".

2. "Microsoft Photo Editor" is included with MS Office [can't remember how to choose it for inclusion in the installation; it isn't installed by default].

Found it...
In "Add/Remove Programs" "Microsoft Office..." "Office Tools->Microsoft Photo Editor". :)
