I have no video signal when I boot up the PC. I tested the monitor with a laptop and its working fine. I opened up the PC and saw that the AGP video card is powered on (fans are turning) and connected properly to the motherboard and video cable. What should I do next? I don't have an extra video card to test with. Is it possible for a video card to go dead although it still has power?

Sylvander’s Diagnostic Flowcharts
Download a copy of my diagnostic flowcharts from here

and print them to leaf through.
Begin on the STARTUP chart.

Your BIOS's POST is either not running [remove all RAM and restart to see if you get warning beeps which will tell you that POST IS running], or is halting before the video card is successfully enabled, or the video card isn't functional and properly connected.

As the START UP chart showed, provided your internal speaker is working normally [you normally hear it generating at least the POST beep], then the absence of warning beeps when you have no RAM installed is a pretty good indicator that POST isn't running. There is always a possibility that POST begins, but halts part way through. Do you see any sign that POST MAY be running? If not, and you think you have NO POST[see that chart], then do a "bare-bones boot" as explained in detail in the NO POST, NO BEEP, NO VIDEO thread.
