Why is it that every version of Windows includes Paint and Notepad? Is it because of traditional reasons?

I don't know but you would really think they'd give you a LITTLE more functionality in those two programs. I still use notepad DAILY as a...well... notepad for jotting something down real quick, a phone number, a to do list... I can hit the windows key, R, type notepad and hit enter faster than I can grab a pen and paper...
Paint just plain out stinks!

I have a quicker way to opening NotePad. I made a shortcut to it on the desktop, then dragged it to the Start button.
Now the Windows key and click on Notepad. Two strokes, it's open.
I agree that Paint is rather lame although I've done some cut and paste of a caveman's head onto the avatar of a friend's for a joke that worked quite well... :p ..which made for a good laugh.

Paint is awesome. It's great for cutting and cropping images. It's no Photoshop, but I mean it still is better than Irfanview.

If you have it in quick launch (just drag a shortcut there from the desktop) its just one click away at all times. RClick the taskbar and from toolbars enable quick launch if it is hidden from view.
If you want a tabbed notepad that has a number of other augmentations then I highly recommend EditPad Lite: http://www.editpadpro.com/editpadlite.html
but I mean it still is better than Irfanview
That's an opinion I don't share though they are not supposed to do the same things as one another.
