i have seen that people are talking and whining about thier fps in difirent games but how can you actually see what fps you got?

Check the games' settings for an option to do that.

There is a free utility called 'Fraps' that you run in the background whilst you play games and it gives you your Frames Per Second value on the top left/right hand of the screen.

Barely uses any resources and very handy.
