ME updated to XP now no LAN?

Dell Inspiron 4000 updated to XP Home SP2. LAN shows connectivity, manual IP--Wireless sees network etc. Packets coming and going

Cannot ping from or to laptop. Internet explorer won't run.

I'm in a school setting. The laptop that is not cooperating is running XP home after a recent upgrade from ME. After the upgrade connectivity has gone. I can see our wireless net from the laptop but no connectivity. The box will not pick up an IP# from the server so I gave it a static #. Shows its sending and receiving packets but IE whines about server or DNS error. I tried pinging from an eMac and to the eMac.
From the emac I get "host is down" To the eMac from the 4000 I get Transmit failed error 65. Laptop is plugged into a switch with a printer I can see from the eMac.

Turn off the Windows firewall and let us know what happens.

I turned the firewall off. It still shows its on in the security center window however.

I assume it still does not work.
