I'm building a new computer and there just doesn't seem to be much discussion/interest or even mention of msdos. I am right, I need to have it before I can install windows98 or can that also be installed during the BIOS setup? Also is there a place to get free downloads of msdos?

Windows 98 does not require DOS to run. It installs the DOS 7 system files, the rest is all windows. DOS can be installed first, and win98 will run fine, but you have to be running FAT16 to do it, since DOS does not recognize FAT32 partitions. FAT32 is also faster.
DOS can be found on the win98 CD in the Old Dos folder.

Unless you happen to find a warez site, DOS cannot be downloaded. Warez sites are not recommended, and should not be trusted either.

If you decide to run DOS as well, install it first, then windows, and make sure you run fdisk and set the drive up in FAT16. If you try FAT32, DOS will not run at all, it will give an "invalid drive specification" error message when you try to access the drive.
