Pc not working.only motherboard lamb is on

I checked the voltage going out to one of the power source's fans...it gave me a reading in mV not even 1 V.

Do you think it is the Power unit? I have 4 fans beside the processor's ...And it was not working for more than one week before I got this problem.

Would you please describe with more details what exactly happens when you press the power button? Do the fans turn at all, do you hear any beeps??
