hi im new and i need help couply day ago mypower pole went down ..than it went up my power supply started smoking so i went and buy a new one than i started up nothing happen? any suggestion? also when i try to hook it up i found this wire with 4 socket look i dont know where it go the color of it is yellow and black.

It's for providing +12V power (why you see the yellow wires on it) to mobos that run the CPU off the +12V rail, but apparently your mobo uses the +5V rail instead for this.
It's possible that when your power pole went down that the mobo was damaged in addition to the power supply. To test your new power supply without a motherboard, connect its green wire (on the 20-pin socket) to ground (any black wire) with something like a bent paperclip. This should make the power supply's fan spin, but if not it may need a load on the +5V rail, which you can provide by plugging in a hard drive.

I hope your replacement power supply is a quality unit, like Antec or Fortron-Source (includes Sparkle, Powertech, older Powerman, PowerQ, Hi-Q, and Trend), the latter top quality at bargain prices, and not absolute trash like Powmax, Achieve, or Deer (includes Foxconn, Foxlink, Hyena, Eagle, Hercules, PowerUp!, Allied, L&C, Logic, Codegen).

what else u think it causing the touble? i cant figure what else it wrong maybe the motherboard or the HDD burn too? the fan is spinning now on the new power supply but the PC havent turn on

I'm afraid that your motherboard was likely damaged too, and if it's not something basic, like an IC protector (fancy fuse) or a voltage regulator for the CPU, then there's no economical solution. However it's possible that your homeowner's insurance or the insurance included with any surge protector will cover the damage.

In short, you want to remove everything except mobo, CPU/HSF, ram ,v-card, monitor, then start adding them back in one at a time after a successful boot to see what the problem component is.
It may very well be that one or more of the components were fried, but this is the best way to find out.
As already mentioned the 4 pin power connector goes to your motherboard. Look for a small white socket on the mobo. You may not have one if your system is several years old. But if the system is within the last few years it most likely will have one, and will not boot without it.
What is the model number of your system, or mobo if custom built?
