A friend of mine works for a company and needs some Discussion software / Websoftware that is similar to the one used on this site. It has to accept new users and have most of the features of this site. He would like to know where he can find some software to purchase or show his boss... any clues or ideas???

How do I get PERL to work with FRONTPAGE??? or How can I get Perl to work with NT? I'm open to any suggestions.

If you're using Linux/Apache/perl -- then most everything is open source.
If you're using NT/IIS/ASP -- then most everything is commercial.

As I recall, FrontPage has some minimal disscussion thread capabilities.

My $0.02 -- Microsoft software is OK as long as *every* piece of software on your box has been purchased from MS. Linux is good if you are comfortable with a command line interface, and can deal with shell scripts.
Don't mix NT with Apache or IIS with perl -- I've seen it and it's ugly.
FrontPage is OK as long as you don't want to push it past it's limits. If you need to do something, and FP can't do it, then find another development environment. Don't try to edit FP code with anything but FP.
Fortunately, NT(server)/IIS/ASP(active server pages) is a good combination -- and it all comes with NT server.
But you still need development tools -- FP won't cut it if you're doing ASP. I might suggest allaire.com line of products. ASP was Microsoft's (free) answer to Allaire's ($10K) "Cold Fusion" product -- echos of Netscape. But Allaire's html editor "HomeSite" is the best in my opinion -- that is if you actually "code" the html, rather than use a wysiwyg interface like FP.
