I have had Earthlink DSL for a year now, and throughout this entire time I've been getting slow speeds. They say the line is delivering 1.5 MBp/s yet the max Download speed I can get is about 30KBp/s. I have called tech support numerous times, they are absolutly no help. They told me to buy a new modem, but it had to be from them and they refused to tell me what kind of modem it was so I could try to find it cheaper. It's not the computer, I've tried it on numerous computers with 10/100/1000 MBPS NICs. My modem (the one that came with it) is a netopia with no product number or any other identifying information.
Any help would be GREATLY appreciated!

There are several reasons why your connection is slower than it should be.
Please post full system specs and what security software you are running.
What OS?
How much RAM?
Can you attach a different PC to your connection and see what speed it gets?
Can you put your PC on a different connection and see what speed it gets?

What OS?
XP Home
How much RAM?
A gig
Can you attach a different PC to your connection and see what speed it gets?
If you read the entire message, you would see that I got them same speed on a much crappier computer
Can you put your PC on a different connection and see what speed it gets?
It was on a LAN at my friends house and was getting much better speeds, about the same speed as he was getting
I have anti-virus software, and it has no effect on proformance.
I would get a new DSL provider, but seriously the only other option is this one cable company that is much more expensive and charges over $100 for installation and does not let you do it yourself.

go to dslreports.com and click on tools and run speed test post findings. then run the tweak test. also ping like yahoo.com or something with an extended ping and see if you have packet loss if not do a traceert to it and see where the latency is coming from.
example
ping yahoo.com -n 20
tracert yahoo.com

I don't know what a "traceert" is...
