PC keeps rebooting and screen flickers

My PC keeps rebooting and also the video is resized to only 3/4 of my screen (sometimes flickers too) I'm thinking its's the video card, any suggestions?

Might also be the power supply. I would suggest changing one or the other out if you have a replacement for either one. See what happens.
