When I'm playing CS:S on my system, everytime someone shoots, it seems, a command pops up on the console saying "extra sound list full" or something to that effect. It really annoys me when I'm trying to do a string of commands and when I enter one it flies out of sight
I have an M-Audio 24-bit sound card. Could that be the issue?

Huh, have you tried updating sound card drivers? It sounds like the sound buffer is not being used properly by the source engine.

I don't have access to the internet on that computer, so I can't do it now, but I will do it once I put it into my new computer. Oh yeah, will it be safe to bring the card on the plane in a checked bag just wrapped in bubble wrap???

Safe as in 'will the card get damaged' or safe as in 'will I get shot by an undercover air marshall as being a suspected terrorist' ? For the first one, I don't think the card will be damaged. Make sure you bubble wrap it tight and secure it in a small box if you put it in the cargo hold. Flying at high altitude isn't going to damage electrical equipment unless you piss-off the pilot by turning your laptop on at take-off and he cracks it off your head (I've seen it happen!! Well, not really...). If you are taking it onto the plane with you in hand luggage, might be best showing it to the custom guys first and explaining what it is. I personally have only bad things to say about US custom workers (well, for the majority I've come into contact with), as they are extremely rude and treat everything as guilty till proven innocent. In saying that, UK customs aren't much better.
I bet after you've read this you are still clueless. I'm not even sure what I'm writing. This is madness...

Yeah, I was planning on putting it in the hold, and I'll try and find a small box to put it in. Thank God I don't have to deal with customs, though. I'm just going from Manchester (New Hampshire :p ) to Philly. Much faster than driving...

I don't think that would be a problem with the sound card. You can try updating the drivers if you wish, but that sounds more like a game engine problem. Check the readme or any other trouble-shooting info for the game. It might be a buffer overrun or a known issue fixed in a patch.
