You could also download CCleaner and install it. This gets rid of all cookies as well as temp files etc. to view and download go here http://www.ccleaner.com/

If your cookies are now in your Recycle Bin, then they are still occupying space on your HDD; no space has been freed up.
To free up the occupied space you need to delete them from the bin [they could be undeleted], or use ERASER (http://www.tolvanen.com/eraser/) to irrecoverably erase them and free up the space [right-click on the bin and "Erase" the contents].
Eraser complements the delete function.
Delete sends files to the bin [they can be restored, but it doesn't free up space].
Erase irrecoverably eliminates the files and frees up the space.
