I have a Dell Dimention E310 computer which has an onboard VGA (analog).

(from the device manager, it's an Intel 82915G/GV/910GL Express Chipset)

It has no AGP or PCI-E slot and only 2 PCI slots.

I wanted to connect it with my TV, so I bought a PCI Radeon 7000 VGA card with D-Sub, DVI and S-video.

I've inserted the Radeon card, and install the drivers and ATI catalys control center, but no signal is coming out of it.

I can see the VGA card on the device manager, but not in the display properties, or even in the ATI catalyst control center.

The BIOS setting is at AUTO (between AUTO and ONBOARD).

Anyone have an idea on how I can fix this and see my DVD on the TV?

Did you try disabling the onboard VGA in Device Manager? Or maybe the drivers are still there, try uninstalling them in Add/Remove Programs. Unfortunately there's no easy answer here because, well... you've got a Dell. Without a PCIe x16 slot, that "AUTO" setting in the BIOS might not do anything.
