Troubleshooting: No Beep No Video (SPLIT)

helllo friends
i have tried all your tricks but stilli can't find solution to my problem
my system has a problem that it is not giving beep at all, i have checked vga, ram, cpu, all r working in another computer but as i connect it to mine, it gets problem
when motherboard starts, i checked that speed of cpu fan becomes low ( it is very slow to normal speed)

so please give me idea what i should do now

If you've already done a barebones setup, then place the MB on a piece of cardboard to check if it's shorting out in the case.
If that does not help, then either swap out the PS, or test it as shown here:

If the PS is ok, then the MB may be bad. Check it for bulging, leaking, or ruptured capacitors. If none, then swap it out, or have it tested.
