I have windows xp. As to when the problem started I really don't know. How I found out is the computer was not responding so I happen to shut it down with the button in front of my computer, normally I just leave the computer on. As for the rocker switch I do not know what it is this is the first time that I ever heard of it.

Ok, slow down. What's the problem? It won't turn on anymore? What does it do? How old? Some background and info on the system would help. Is the rocker switch in the back?
