which is a better graphics card: the ATI Mobility Radeon x1400 hyper memory or the ATI Radeon 7200?

Yes the 7200 is several generations behind the x1400. The 7xxx series is from quite a few years ago. The x1400 is from the latest core revision.

This is for a laptop, right? Because the Radeon Mobility series is for laptops. The 7200 series could be either one since ATI didn't use the "Mobility" moniker until about a year or so later.
