I've got an old Dell that has an AGP 4x slot. I want to get a graphics card that will run XP smoothly and have the capability to display video on my TV. I don't have an HDTV or anything, just need a s-video connection or a simple yellow video cable. A quick browse through newegg.com didn't seem to show too many AGP4x cards not meant for gaming. Thanks for your help.

How cheap do you need it to be? You could go down to something like this (http://www.newegg.com/Product/Product.asp?Item=N82E16814127121) if you need to.
Here is another option

Many of the dual head display cards will support a cable adapter to allow connecting the TV as a second monitor
http://shopmatrox.com/usa/products/extensions/graphicscables.asp
even includes it with the card
I have one of the G450 units and it works well for this
Finding the older model cards may force you to by used
