My current computer is almost over the hill and looking for some work to keep it quick. The processor is a P4 2.8 GHz Northwood Core. I was wondering If you could tell me whether
1) I could gain any advantage in performance with a newer P4 Prescott or other socket 478 proc
2) if my PC Chips M935LU motherboard can handle anything that new (sorry but I can find no good info on this mobo b/c it is so old)

Do you mean the M935DLU? I found the M935DLU (http://www.pcchips.com.tw/PCCWeb/Products/ProductsDetail.aspx?DetailID=256&MenuID=22&LanID=2) on PC Chips' website. That's the link to PCB version 2.0, using the SiS 650GX chipset. If that's your mobo, then you are out of luck. You are one step below the max supported CPU for that mobo (3.06 HT), so it wouldn't be worth it to upgrade. It was a decent mobo for the time, but it only supports the 400 & 533 FSB, so no Northwood C and no Prescott.
