The start menu is unaccessible and My Computer only opens up a blank window. I get a error message from IE;
"Your current sercurity settings prohibit running Active X controls on this page."
Even in safe mode the start menu is unaccessible. Though I can see the drives in My Computer where I couldn't in normal mode. This isn't my box, it's a Comtrash with a KZ133 chipset MB.
Any ideas?

Sounds like registry corruption or malware of some kind.
Try some keyboard navigation such as CTRL+ESC for the Start Menu to see if that gets you anywhere.

Tried that, but it didn't work.
I just wiped the drive partitioned it, formatted it to NTFS and loaded 2k Pro w/SP4 slipstreamed from a bootable CD. Sweet. ;)

Might be for the best as support for ME (what little there was) discontinues in July 2006.

WINME support, WIN98, WIN98SE all discontinue July 11, 2006. A reprieve kept the support alive the extra time, but MS seems determined to not to write patches for the 9x series.
