TODO (File Error)

Hi guys just joined

I was at friends the other night and we were installing Premier Manager 2004 once it was install we started it then we got a message stating TODO file description error ? not sure what this is ,
His spec is (H/D 30 gig,128 ram ,riva tnt graphics card 700 cpu) other games do work but this one wont fire .

So the game installed fine but it won't start up? Have you tried defragging?
